military exchanges with the armed forces of Myanmar As India unveiled its Look East policy in the early 1990s Myanmar became quite central to Delhi’s engagement with South East Asia After all Myanmar is the natural land bridge between India and East Asia Given the vast and shared maritime frontier in the Bay of Bengal and southern Myanmar’s location at the nexus between the Indian and Pacific Oceans the eastern neighbour has also become an important element of India’s new maritime calculus Despite the recognition of these massive stakes in Myanmar there is no denying that Delhi’s corporations to do business in Myanmar The rise of China and its assertiveness in Asia has seen Japan and the United States taking a more strategic view of Myanmar and extending military cooperation to Nay Pyi Taw Basking in the new attention from the West Myanmar has also sought to reduce its economic reliance on China This new dynamic offers both challenges and opportunities for the Modi government For one India no longer has a privileged access to the markets in Myanmar It has to compete with global businesses in the country At the same time as Thein Sein told the PM Myanmar wants to the two vital life supporting systems of Delhiboth of which have degraded over time and lost their resilience The Ridge once occupied about 15 per cent of Delhis areabut much of it has been flattened because of increasing demand for urban space by the densely populated Delhiand the increasingly urbanised townships of GurgaonFaridabad and Noida Thanks to citizens action resisting encroachment7770 hectares (ha) or about 19000 acres has been protected legally This is scattered in four distinct forest patchesthat isthe southern Ridge known as Asola Wildlife Sanctuary (15320 acres); the south central Ridge (1564 acres)the central Ridge behind Rashtrapati Bhavan (2135 acres)and the northern Ridge next to Delhi University (215 acres)which is a favourite jaunt for students This is a small part of the original areabut significant enough to make a difference to Delhis environment Howeverthese once contiguous patches are still not immune from pressures or claims from other uses As recently as in 2005the south central Ridge was a barren and degraded area suffering from the effects of extensive mining of micasandstonechina claybadarpur and gravel over several decades Once covered with dense forests and supporting a wide range of ecosystems (tropical moist forestsscrubs and grasslands)the area was subsequently reduced to pits and denuded hillocks Construction activity and encroachment led to further deterioration of this natural treasure In a landmark judgment by Justice Kuldip Singhthe Supreme Court issued an order in 1996 prohibiting the Delhi Development Authority from allowing any construction activity in 560 acres out of the total area of 778 acres owned by them In 2004the DDA decided to develop a biodiversity park at this location Thisthe Aravalli Biodiversity Parkis one of the first steps in setting right the damage that has been done over a long period to this unique natural heritage of Delhi The park has been developed by a dedicated team of scientists from DU under the impassioned leadership of Professor CR Babu at the Centre for Environmental Management of Degraded Ecosystems (CEMDE) The project is still a work in progress An area of 450 acres has already been successfully converted to create the right environment for biodiversity in an urban landscape In the short span of seven yearsthe park has grown into about 20 distinct forest communities with 1000 species of plants Each community has five to six species in the top layer15 to 20 species as underwood and a native ground cover with several grasses and herbs Many species provide timber and products of industrial value All the communities have three trophic (food chain) levels autotrophs (plants)herbivores and carnivores There are abundant insects attracting as many as 190 bird species to these communities About 24 types of reptilesincluding monitor lizards and snakesare also found in these forests Mammals such as jackalsblue bullporcupines and others are common One can walk through these forest communities using six different nature trails which criss-cross the park All this has been accomplished without altering the topography of the land About 300 acres or so of the area in the park harbours forest communitiesand is open to students and the public for guided tours; the park receives about 2000 persons on average every month A programme of planting native trees and bushes is carried out in a systematic mannerwith a concerted effort to remove vilayati keekar and other unwanted weeds The keekar was brought from Rajasthan and introduced in the area by the British through aerial seeding Babu pointed out that keekar has very long roots (over 20 metre into the ground) that suck water from deep down and drive other vegetation away As a result of its introductionthe Ridge lost close to 480 species of its native plants The biodiversity park is now undoing this damage We started our walk through the broad leaf community of trees such as the three-leafed dhak or tesuwhich is popularly known as the flame of the forest because of its orange and red flower Dhak is used for making colours for the festival of Holi Porcupines feed on the roots of dhak or tesuand they even explore the bark of dhak in winter Another variety of trees in abundance in this community is belits fruit typically used for making cool sharbats in summer Kadambassociated with Lord Krishnaand shrubs such as lisorawhich offer their fruit to birds and monkeys to feed onare also part of the broad-leafed community A little further down from the dhak-dominated communitywe encountered trees and shrubs with narrow and smaller leaves Our attention was drawn to doodhishisham and khejdi Doodhi produces beautiful white flowers and yields wood used for making toys Shisham produces the finest all-round timber of India for making furniture; its leaves are used for fodder Khejdi or jhandthe tree of lifeis a vital resource in deserts We learnt that the flour made from its sweetish bark saved lives during the Great Rajputana Famine of 1868-69 Indeedevery part of khejdi is used in arid areas We also found arlu or ulluwhich is a medium-sized tree It is conspicuous with its large compound leaves and longsword-shaped hanging fruits used for offering in Buddhist temples There was also the safed tekarwhich produces beautiful fragrant white flowers with its bushy crown acting as cover for wild animals like Nilgai We also saw the khair tree that yields kattha used in paan and in medicinesand the amla treeits fruit famous for its high Vitamin C content Further downthe trail took us to the 100-acre rangeland or grasslandwhich had a large number of small-bodied birds such as munias and prinias happily chirping away It also harbours insects like grasshoppers and mantiswhich are food for many birds We also saw a gentle slope of hilly tract covered with a closed canopy forest consisting of chilbil or kanjuwhich provides fodder and light woodand ronjh or kareer that provides fodder and pasture for herdsmen and also yields fibre for making fishing nets A spectacular orchidarium in the middle of the park was an unexpected treat A 50-m deep and 100-year-old badarpur-mined pit has been transformed from a pit to an orchid garden Camouflaged by the surrounding vegetationthis pit is now a beautifully landscaped conservatory It has a gradient of light and relative humidity that provides an appropriate environment for orchids to grow on the branches of treeswith aerial roots hanging in the air More than 10 species of orchids are growing in this conservatorywhich is first of its kind in Delhiproducing beautiful blooms with vase life of up to three months Within the serene environment of the orchidariumwe looked at the mouth of a cave (50 feet long40 feet wide and 12-15 m deep) which is home to thousands of bats Our guide entered into the cave ecosystem and brought out the little flying mammaland explained to us how bats eat insects and fruitsand help in pollination of trees From the orchidariumthe trail took us to a saucer-shaped shallow valley that was an abandoned amphitheatre created by Scindia Potterieswhich mined china clay prior to the ban The abandoned amphitheatre has been turned into a natural conservatory for butterflies There are at least 100 species of butterflies and about an equal number of host owing to a multiple-objective approach has given us persistently high inflation since 2006 A single defined aim will allow the RBI to focus on how to handle inflation and strengthen its research capability for doing so as well as be accountable for the same The framework and voting mechanism for the monetary policy committee (MPC) will make the RBI function like a modern central bank that manages market expectations based on its views The macroeconomic stability provided by low and stable inflation will deliver higher GDP growth in the long run An important element of the recommendation is that CPI which is the basket the common man cares about will be the inflation rate that the RBI will target There is no point in targeting the WPI which is no one’s consumption basket All other countries that address inflation also target consumer prices A 4 per cent inflation rate is realistic in India and will help anchor inflationary expectations The flexibility around it provided by a plus-minus 2 per cent band is sensible given the weak monetary policy transmission mechanism in the country The RBI should immediately accept the recommendations of the committee on the single objective and measure of inflation The policy community has already debated this issue for a decade and the three major committee reports on financial sector reforms — the Raghuram Rajan committee the Percy Mistry committee and more recently the Financial Sector Legislative Reforms Commission (FSLRC) — have all recommended it The Indian Financial Code (IFC) recommended by the FSLRC should now put this in the law as in other countries Once codified in law the RBI will be accountable to Parliament and no governor will be allowed to take arbitrary decisions about monetary policy that violate the decision of the MPC That will add teeth to the monetary policy framework of the RBI If accepted by the RBI the committee report will be the first step towards voluntary adoption of
